Natural Gas Distribution System Compliance

The state and federal regulations for the transportresidential gas meter ation of natural and other gas by pipeline apply to natural gas systems and operators of natural gas "master meter" facilities. These safety regulations are essential to delivering gas safely and reliably to customers. Federal law governs the minimum requirements for these systems under Title 49, Part 192. Within the federal code, an operator of a master meter system or small LPG system must develop and implement an Integrity Management (IM) program that includes a written IM plan. The plan must include the following elements:

  • Knowledge
  • Identify Threats
  • Rank Risks
  • Identify and Implement Measures to Mitigate Risks
  • Measure Performance, Monitor Results, and Evaluate Effectiveness
  • Periodic Evaluation and Improvement

Owners and operators of public housing and private apartment buildings are ultimately responsible for the integrity of their master meter systems. Due to their exposure, these owners and operators have the responsibility (are mandated by law) to follow the procedures and guidelines set forth in the regulations, to educate and train their employees in safe handling and maintenance practices, and to notify and inform their tenants in accordance with these regulations.
